Why this matters

AI creates more work. Qualified reviewers do not multiply with it.

Accountability stays with the people who approve what ships.

AI creates. People review.

AI produces the draft, analysis, recommendation or PR. A person checks it and owns what happens next.

As volume rises, more work reaches the same pool of qualified reviewers.

Review becomes the bottleneck.

The load rises. Context switching increases. A careful check becomes harder.

The failure is often quiet: an approval with less challenge, weaker traceability and less confidence in what gets through to production.

Evals check the AI. Governance sets the rules. Review does the work.

An AI system can pass its evals while the review around its output becomes thin.

A governance rule can require a human check. It cannot show whether that check had the time, context and qualified attention it needed.

Check the work, not the person.

FreQNC is being built around the review trail: did someone engage with this, who checked what, and when?

FreQNC calls the measurable gap between review demand and qualified human attention oversight capacity. The product being developed to measure it is the Human Oversight Capacity Index.
